There shall be a civil service system for the employees of the consolidated government
which shall promote the effective, efficient, and fair conduct of the public business.
The council shall have authority to enact such ordinances as are necessary to further
implement the civil service system so long as such ordinances are not inconsistent
with the provisions of this charter.
