§ 12. Lease of facilities.

The city shall have power to lease its solid waste disposal and resource recovery system or any part or parts thereof to any person, upon such terms and conditions and for such period of time as shall be determined by the city. The city also shall have the power to grant permits or franchise licenses in connection with any of the facilities of such solid waste disposal and resource recovery system and shall have full and complete power to do all things necessary for the proper and efficient administration and operation of such solid waste disposal and resource recovery system and all parts thereof. The city shall also have the power, whenever it deems it necessary, to enter into agreements to lease any facilities of any nature for such solid waste disposal and resource recovery system.
