§ 16. [Budget.]

  • The Authority shall prepare and submit its budget to the Council of the City of Jacksonville on or before June 1 for the ensuing fiscal year. The Council and the mayor shall approve or disapprove such budget in the manner provided in the Charter of the City of Jacksonville for budgets of independent agencies, subject to the following:

    (a)

    The Council shall appropriate to the Authority from the proceeds of an annual tax on all taxable property in the City of Jacksonville an amount fixed by the Authority and certified to the Council sufficient to meet the sinking fund requirements for the payment of the interest and principal on any bonds issued by the Authority as the same shall become due; provided, however, that the amount so appropriated shall not exceed an amount equal to the proceeds of a tax of one and one-half (1½) mills on such taxable property for the payment of such bonds issued on or before October 1, 1965, and one-half (½) mill on such taxable property for the payment of such bonds issued subsequent to October 1, 1965.

    (b)

    The Code of Ethics embodied in Article 16 of the Charter of the City of Jacksonville shall apply to all officers and employees of the Authority.

    (c)

    The Authority shall be required to use the legal services of the consolidated City of Jacksonville, except in those cases when the chief legal officer of the city determines that the city legal staff cannot provide legal services in the required legal area.
