§ 15. Municipal and School Purposes.

It is hereby specifically declared by the Legislature that the carrying out of the purposes of this chapter by the authority and the Duval County school board and the Florida Junior College at Jacksonville are proper municipal and school purposes, respectively. The Duval County school board, the Florida Junior College at Jacksonville, and any other public entity are hereby expressly authorized to execute any lease for the use of buildings, equipment and facilities of the authority for purposes of carrying out vocational educational programs in connection therewith, and it is further declared that the expenditure of funds by the Duval County school board, the Florida Junior College and any other public entity are proper expenditures for school purposes. The council of the City of Jacksonville may from time to time make appropriation in their discretion to the authority to carry out the purposes of the authority and in making such appropriations, the council of the City of Jacksonville is deemed to be furthering a proper municipal purpose.
