§ 32.702. Context sensitive streets standards committee.

  • (a)

    The Context Sensitive Streets Standards Committee (hereinafter referred to as the Committee) is hereby created to review and revise City standard specifications, City standard details and the Land Development Procedures Manual and recommend amendments to the Ordinance Code and 2030 Comprehensive Plan relating to transportation, traffic engineering and roadway design, including but not limited to parking, sidewalks, bicycle and pedestrian use and transit, and advise the appropriate Council committee of its decisions.

    (b)

    The Committee shall be composed of 13 members.

    (1)

    The following six members shall be appointed by the Mayor, subject to confirmation by the Council.

    a.

    A representative of the home-building industry, a home-builder, a representative of the land development industry or a land developer;

    b.

    A civil engineer, who has a specialty in transportation or a transportation planner;

    c.

    A representative from a freight industry or trucking company;

    d.

    A community health or public health representative;

    e.

    An urban planner; and

    f.

    A landscape architect.

    (2)

    The following six members shall be appointed by the Council President, subject to confirmation by the Council.

    a.

    A representative of retail businesses;

    b.

    A representative of the bicycling community;

    c.

    A representative of the urban priority area/urban area as defined by the 2030 Comprehensive Plan;

    d.

    A representative of the rural area as defined by the 2030 Comprehensive Plan;

    e.

    A running advocate;

    f.

    A disabled person or advocate for disabled persons.

    (3)

    The Director of Mass Transit, Jacksonville Transportation Authority shall also serve as a member of the Committee.

    (4)

    The following individuals, or their designees, shall serve as staff to the Committee:

    a.

    Chief—Community Planning Division of the Planning and Development Department;

    b.

    Chief—Right-of-Way and Stormwater Maintenance Division of the Public Works Department;

    c.

    Chief—Engineering Division of the Public Works Department (City Engineer);

    d.

    The City Bicycle/Pedestrian Coordinator - Transportation Planning Division, Planning and Development Department;

    e.

    The City ADA Coordinator - Parks, Recreation and Community Services Department.

    (c)

    Term of office and appointment. Members shall be appointed for four-year staggered terms, expiring on July 31 of the subject term. Of the initial appointments, three members shall serve for four-year full first terms (two of whom are appointed by the Mayor and one of whom is appointed by the Council President), three members shall serve three-year staggered terms (one of whom shall be appointed by the Mayor and two of whom shall be appointed by the Council President), three members shall serve for two-year staggered terms (two of whom are appointed by the Mayor and one of whom is appointed by the Council President), and three members shall serve for one-year staggered terms (one of whom shall be appointed by the Mayor and two of whom shall be appointed by the Council President). The Director of Mass Transit, Jacksonville Transportation Authority shall not be subject to the staggered terms requirement. Except for the Director of Mass Transit, Jacksonville Transportation Authority, no member shall serve for more than two consecutive full terms; but appointments to fill vacancies for partial terms (less than 50% of a full term) and initial appointments under the preceding sentence serving a term that is for three or less years shall not be deemed to be full terms for reappointment purposes.

    (d)

    The Committee shall meet no less often than monthly until such time as the Land Development Procedures Manual and the Ordinance Code has been revised to incorporate context sensitive streets standards consistent with the intent of Ordinance 2013-185-E, the 2030 Mobility Plan and the 2030 Comprehensive Plan. A quorum shall consist of a majority of the members.

    (e)

    The Committee shall adopt, amend and rescind rules for the conduct of its business and to implement the provisions of this Section. The Committee may conduct its review of the City standard specifications, City standard details and the Land Development Procedures Manual, and Ordinance Code changes through subcommittees. A subcommittee shall have a minimum of three members which must at a minimum include one of the following members: the representative of the bicycling community, the representative of the urban area, the community health or public health representative, the representative of the rural area, or the running advocate, and one of the following members: a representative of the home-building industry, a home-builder, a representative of the land development industry or a land developer, a civil engineer, who has a specialty in transportation or a transportation planner, the representative of retail businesses or the representative of the freight industry or trucking company. Additionally each subcommittee shall consist of a representative of the subject of the subcommittee. Examples include having the bicycle community representative serving on a subcommittee on bicycle lane design or the representative of the rural area serving on a subcommittee on street design in rural portions of the City. A member of a subcommittee may serve as a representative of more than one membership perspective.

    (f)

    The Committee is established for the following purposes:

    (1)

    To review and revise the City standard specifications, City standard details and rules, standards and policies set forth in the Land Development Procedures Manual and any other regulations, relating to transportation, traffic engineering and roadway design, and make recommendations concerning amendments to the Ordinance Code and 2030 Comprehensive Plan pertaining to such issues on or before March 1, 2014.

    (2)

    Such revisions shall consider providing appropriate accommodation for pedestrians, bicyclists, transit riders, and persons of all abilities as well as freight and motor vehicle drivers, while promoting safe operation for all users in a manner consistent with and supportive of the surrounding community. The document entitled Context Sensitive Street Design Guidelines shall be a principle resource. The Committee shall, among other criteria as appropriate, review the following:

    i.

    Replacing conventional street classification system with a system that incorporates context;

    ii.

    Prescribing differing design criteria for lane widths, bicycle lanes, transit, etc., depending upon context;

    iii.

    Establishing criteria for appropriate locations for use and dimensional standards for angle and reverse angle parking;

    iv.

    Establishing standards for motorcycle and bicycle parking within the right-of-way;

    v.

    Encouraging use and accessibility of alleys in the Central Business District and Urban Priority Area;

    vi.

    Adopting a procedure using a checklist to insure better multimodal review coordination of all permits and government projects impacting a street or mode of transportation;

    vii.

    Adopting policies with respect to freight and setting guidelines for those streets classified as "Major Truck Streets."

    (3)

    In considering any potential revisions, the Committee shall not be confined to the standards set forth in Chapter 654. However, any proposed revisions shall be consistent with a standard approved by the National Association of City Transportation Officials, American Association of State Highway and Transportation Officials or other nationally recognized standard.

    (4)

    To provide a forum to hear requested revisions, relating to transportation, traffic engineering and roadway design, to the above-referenced documents in order to keep the documents in a current status.

    (5)

    To vote approval or disapproval of the requested revisions.

    (6)

    To advise the appropriate Council committee of approved revisions and submit requests for changes to the Ordinance Code or 2030 Comprehensive Plan.

    (g)

    In implementing its purposes under this Section, the Committee shall have the following duties and use the following procedures:

    (1)

    Review and recommend revisions by Committee vote to the documents titled City Standard Specifications, City Standard Details and Land Development Procedures Manual, relating to transportation, traffic engineering and roadway design.

    (2)

    Entertain requested revisions to the documents by Committee members relating to transportation, traffic engineering and roadway design. A member may request revisions as a representative of his entity or on behalf of the general public.

    (3)

    Advise the appropriate Council committee of the vote on the requested revision in writing and provide copies to each Committee member.
