§ 77.102. Legislative findings and declaration.

  • The Council finds and declares that:

    (1)

    Violent crimes, juvenile delinquency, gang affiliation and family disruption continue to plague the City's children and youth to the City's moral, economic, social and academic detriment.

    (2)

    Early learning, literacy, school readiness and out-of-school programs have proven to positively affect the early development and lives of children and youth.

    (3)

    Teenagers and youth must be properly prepared to enter the workforce and be provided with the skills necessary to be successful in the workforce through mentoring and job training programs.

    (4)

    A continuum of services for children and youth is needed and can be accomplished through a single public body, known as the Kids Hope Alliance, utilizing and leveraging the intellectual, organizational, and financial capital available throughout the City. The Alliance will comprehensively develop, oversee and manage on behalf of the City an integrated system of essential children and youth programs and services that will ensure the future success of the City's children and youth.

    (5)

    The provisions of this Section are found and declared by the Council to be a public purpose and in the best interest of the public.
