Whenever the provisions of this Chapter or of any part of this Chapter are being exercised,
they shall be supreme and shall supersede any other provisions of law inconsistent
with the exercise of these provisions. Rules, regulations and orders issued pursuant
to the authority contained in this Chapter shall, during the time that they are actually
being used or executed and to the extent of any conflict, supersede any other rules,
regulations and orders with which they may be in conflict. This Chapter being intended
to secure to the government the emergency powers and authority required to handle
a disaster or emergency, it shall take precedence over any law, rule, regulation or
order that may interfere with its execution or hinder the ability of City officials
and employees to exercise its emergency powers.
