§ 106.219. Recurring Capital Maintenance parameters.

  • (a)

    The City is establishing appropriate guidelines and parameters for future recurring capital maintenance budgets. Guidelines that are too low do not provide adequate funds to maintain the public investment in previously constructed facilities and lead to capital maintenance backlogs that can overburden both financial and human resources. Guidelines that are too high may result in excessive demands on the annual budget and limit the City's ability to invest in new projects. A chart establishing the suggested minimums and targets for recurring capital maintenance needs is attached to Ordinance 2015-428-E. Such chart shall be reproduced each year and included in the annual Capital Improvement Plan. A detailed explanation shall be provided for any deviation from the CIP recurring capital maintenance suggested minimums. Recognizing that a failure to meet suggested minimums shall result in backlogs, the CIP annually shall include a disclosure of the existing backlogs.
