§ 106.307. Capital improvement appropriations—Specific and general.

  • In construing and administering all budget and appropriations ordinances of the Council, it is the intent of the Council that the appropriations for each specifically designated capital improvement project shall constitute the maximum funds available for encumbrance and expenditure for that project. Unless otherwise provided by the Council, no funds appropriated for a general description or class of capital improvement projects or purposes may be encumbered or expended to supplement appropriations for a specifically designated project for which funds have been separately appropriated, even though the specific project may also fall within the general description or class.
