§ 106.325. State and federal annual appropriations; use by City.

Funds to be received by the City from appropriations by Congress or by the Legislature, which appropriations are subject to annual renewal and are not fixed by law as to objective or program, shall only be appropriated by the Council for capital outlay purposes, unless otherwise appropriated in the budget ordinance.
