§ 111.200. Jacksonville Veterans Trust Funds.

  • (a)

    Jacksonville Veterans Employment and Training Trust Funds. There is hereby created a Jacksonville Veterans Employment and Training Trust Fund (Trust Fund), a permanent, ongoing trust fund which shall carry forward each fiscal year and shall not lapse. All such funds derived from donations of money (whether from personal or corporate donations) made for the general purpose of maintaining homeless veterans through their transitional period from homelessness to being a productive and employed member of society shall be self-appropriating upon deposit into the Trust Fund and expenditures from the Trust Fund shall be restricted to the following areas (which areas may be expanded to include other areas reasonably related to the maintenance of homeless veterans in accordance with guidelines established by the Director of Recreation and Parks or designee): a) food b) shelter c) clothing d) personal hygiene items e) education/job training f) educational/job training supplies and g) tools. Upon certification by the Director of Recreation and Parks that an expenditure meets the aforementioned criteria, the Director of Finance and Administration is authorized to make disbursements from the Trust Fund.

    (b)

    Veterans, Special Events Trust Fund . There is created a trust fund account to be known as the Veterans' Special Events Trust fund , into which shall be deposited all funds appropriated from time to time by the Council and all event-related monies (which shall include, but not be limited to, ticket sales, donations, gifts, sponsorship underwriting fees and event participation fees, which are sold by the City or donated to the City from nongovernmental sources), together with the interest thereon, to assist in defraying the operational and production costs and expenses of City-sponsored or City-cosponsored veteran-related special events, including the Veterans' Day Parade, Homeless Veterans Stand Down, Memorial Day Ceremonies POW/MIA Day Ceremonies and other such veterans-related special events. The Director of Finance and Administration is authorized and directed to make disbursements from the Veteran's Special Events Fund upon the written requisition of the Mayor or his or her designee. The Mayor, or his or her designee, is authorized to negotiate and execute contracts and agreements with any public or private parties or entities, including but not limited to entertainers, promoters, lessors, landlords and cosponsors, which are necessary both to outline and define the duties and responsibilities of the City and such other persons or entities and to assure successful veterans-related special events; provided however, that the Director of Finance and Administration shall certify on such contracts or agreements that there are current funds available in this Veterans' Special Events Trust Fund or in the current appropriation to the Military Affairs and Veterans Department for such veterans-related special events to fund the particular veterans-related special event in question, and provided further that an assistant general counsel in the Office of General Counsel shall approve such contracts and agreements as to form. All veterans-related special event-related monies and interest placed into the Veterans' Special Events Trust Fund are hereby appropriated for the purposes of this Veterans' Special Events Trust fund and such appropriations (veterans special event-related monies and City-provided funding) shall not lapse at the close of any fiscal year, but instead shall carry over to the next fiscal year.
