There is created the
Board of Library Trustees Trust Fund,
a permanent trust fund of the City, into which monies derived from gifts, legacies
or devises made to the Jacksonville Public Library for the benefit and support of
the public library system shall be deposited. The Director of Finance and Administration
is authorized and directed to make disbursements of principal and interest from this
fund upon the written request of the Director of the Jacksonville Public Library for
the purpose of establishing and maintaining a free public library for the citizens
of the City. Disbursements from the fund by the Board through its Director are specifically
authorized to be made from time to time by the Board to the Jacksonville Public Library
Foundation Inc. which shall utilize the funds in support of the public library system
in a manner agreed upon between the Board and the Foundation.
