No City officer or employee or any other person shall operate or use any motor vehicle
owned or leased by the City or its independent agencies for private purposes or for
any purpose other than the performance of City business, duties or functions. The
Mayor shall determine in writing, by executive order or otherwise, what constitutes
the performing of City business, duties or functions within the meaning of this Section.
The Mayor's written directives as to what constitutes the performance of City business,
duties or functions and the records of the Fleet Management Division relating to the
use of motor vehicles owned or leased by the City or its independent agencies shall
be made available, upon request, to the Council Auditor.
