§ 122.806. _______: relief from responsibility and accountability.
(a)
An accountable officer may be relieved from responsibility and accountability for an item of tangible personal property when the property is:
(1)
Obsolete and no longer used or needed by his unit of government.
(2)
In excess of the present and expected needs of the unit of government.
(3)
Worn out, inefficient or uneconomical to continue in use.
(4)
Unsafe for further use or storage because of age or condition.
(5)
Unusable, but capable of being disassembled for component parts.
(6)
To be used for a trade-in or replacement item for a new item of property.
(7)
Lost, destroyed or missing under circumstances beyond the control of the accountable officer.
(8)
To be transferred to the custody of another accountable officer.
The City Comptroller and Chief of Procurement will jointly prescribe the manner in which relief from accountability will be requested, documented and recorded, including a method of review to determine the ultimate disposition to be made of the property if it is not transferred to another accountable officer.
(b)
No accountable officer will be relieved of responsibility until the Chief of Procurement has authorized such relief and the transfer of the property to the custody of the Procurement Division for disposition. If the Chief of Procurement authorizes relief from accountability, the responsibility and accountability, for the property will be transferred from the accountable officer to the Procurement Division when and as directed by the Chief of Procurement, whether or not the property is physically transferred to the possession of the Procurement Division. The Procurement Division will notify the Accounting Division of the action taken on requests for relief from accountability.
