The Council is acting herein as the governing body for Duval County, Florida, and
this Chapter shall be effective in the General Services District, less Urban Services
Districts 2, 3, and 4, which said area includes the entire City of Jacksonville, except
the Cities of Jacksonville Beach, Neptune Beach, and Atlantic Beach.
