§ 601.402. Officer, employee or agent falsely certifying full payment.

It shall be unlawful for an officer, employee or agent of the City or an independent
agency to accept, receive or certify any receipt or voucher from a creditor of the
City or an independent agency without having paid the full amount specified therein
to the creditor in such funds as the officer, employee or agent received for disbursement,
or in such funds as he or she may be authorized by law to take in exchange. Upon conviction
and adjudication of guilt, he or she shall be fined in a sum equal to double the amount
withheld or imprisoned for not more than one year, or both.
