§ 32.701. Purpose and intent.

  • (a)

    The City of Jacksonville will implement the Context Sensitive Streets policies set forth in the 2030 Mobility Plan and the 2030 Comprehensive Plan by permitting, designing, operating and maintaining the transportation network to improve travel conditions for bicyclists, pedestrians, transit and freight in a manner consistent with and supportive of, the surrounding community; and

    (b)

    The City, through the Department of Planning and Development and the Department of Public Works, shall permit, plan for, design and construct all new City transportation improvement projects to provide appropriate accommodation for pedestrians, bicyclists, transit riders, and persons of all abilities, while promoting safe operation for all users, as provided below.

    (c)

    The City shall also incorporate the need to address the context sensitive streets principals through all modes of transportation including freight, which is important to the basic economy of Jacksonville and has unique right-of-way and travel lane needs to support that role.

    (d)

    To these ends, the City, through the Context Sensitive Streets Standards Committee, supported by the Department of Planning and Development and the Department of Public Works, will incorporate context sensitive design principles into: the City's Land Development Procedures Manual, the Review Procedures and Standards Manual and all other plans, manuals, rules, regulations and programs as appropriate, and recommend revisions to the City Council concerning revisions to the Ordinance Code and the 2030 Comprehensive Plan.
