Every request for the appropriation of funds by the Council, as a part of an annual
budget, by the City or any independent agency receiving appropriations from the Council,
which includes requests for funds for the procurement of professional services as
defined in Part 1, Chapter 126 in excess of $4,000 per contract shall include as a part of the request a description
of the public project or other action connected with the professional services, the
estimated cost of the professional services, and the manner and time period within
which the work product of the professional services will be used by the City or independent
agency.
